Puget Sound Energy Rebates
Many homeowners throughout the Puget Sound area are eligible for rebates through Puget Sound Energy (PSE). Rebates through PSE often apply when replacing electric resistance heating, upgrading older systems, or converting from less efficient equipment.

- Heat Pump Replacements: PSE offers a $1,500 rebate for upgrading from electric resistance to a heat pump or replacing an existing heat pump with a new model (equipment upgrades include hybrid heat pumps). Income‑qualified customers are eligible for up to $2,400 through the Efficiency Boost program. To qualify, customers must be PSE residential electric customers, use a participating contractor, and meet equipment requirements.
- Gas-to-Heat Pump Conversions: PSE offers a $4,000 rebate to income-qualified customers who replace a natural gas heating system with a qualifying electric heat pump. To qualify, customers must meet income requirements, be PSE natural gas residential customers, and work with a participating contractor to install eligible equipment that meets program standards.
Heat Pump Water Heaters
PSE offers $1,000 back on qualifying Tier 3 or Tier 4 heat pump water heaters, with income-qualified customers eligible for up to $1,100 through the Efficiency Boost program.
To qualify, the equipment must meet program requirements, be installed in a PSE electric customer’s home, and the rebate application must be submitted within 30 days of installation with required documentation.
Smart Thermostats
PSE offers a $75 rebate on qualifying Wi‑Fi–enabled smart thermostats, with income-qualified customers eligible for up to $175 through the Efficiency Boost program.
To qualify, customers must be PSE residential customers, purchase and install an eligible thermostat, and submit their rebate application within 60 days of purchase with required documentation.
Washington State Department of Commerce Rebates (Pending)
The rebates offered through the Washington State Department of Commerce help Washington homeowners and renters reduce their energy costs while improving comfort and efficiency. Two of the primary programs are the Whole Home Efficiency Rebates (HOMES) and Home Appliance Rebate (HARP) programs.

- Those earning 80%–150% AMI who install improvements achieving over 35% energy savings can receive a 50% rebate on project costs, up to $4,000.
Washington State HARP Rebate Program
The HARP program provides upfront, point‑of‑sale rebates to help low‑ and moderate‑income households purchase and install energy‑efficient electric appliances and equipment.
Income-qualified homeowners can access the following rebates (maximum of $14,000 total):
- Up to $8,000 for installing a high-efficiency heat pump
- Up to $4,000 for an electrical panel upgrade
- Up to $1,750 for a heat pump water heater
- Up to $1,600 for insulation, air sealing, and ventilation
- Up to $2,500 for electrical wiring upgrades related to energy efficiency projects
These rebates are tiered based on income:
